So I only need the email on the occasions I turn on the wifi which are usually in the evening, off peak. I only use the smart features on wifi - and I usually have the wifi turned off. After lots of trial and error, I made the following not guaranteed to be accurate conclusions and configurations on my S10E. I added that to my desktop Outlook and it is now the repository for contacts and calendar items. My real email accounts are imap accounts of the form me mydomain. Thats making an assumption you are using a non-Gmail account. So, as per my workaround in this thread you will need to add your non-gmail account to the Samsung email app. The default Sam Cal app takes its information from accounts registered on the phone not other 3rd party apps.

I think I have all the account and synching options set per this thread and other sources but no luck. I too use the Outlook app for my email and calendar. That really isn't synching, it is just showing an additional calendar. I noticed that calendar events put on my S10E calendar using the default app, do not show up on my outlook. There is no issue with both email clients syncing but uses more data, battery and system resources. If you use Samsung Email you will have duplicate emails and contacts etc. One thing I do is use Outlook on my phone as default email client. After opening the app and fiddling with it for a bit it will eventually decide to sync. Footnote: although this solution still works for me, sometimes I've noticed that the email and calendar have not synced for several days, even though it's still set to Always stay synced. And I changed the Calendar sync period from 6 months to Always stay synced. After opening the app it immediately synced my email and calendar data. I never guessed that the default Email app was controlling this.
